City Police  City police special enforcement officers executed a search warrant at a Wellington Street east apartment yesterday and seized 21 marihuana plants as well as plant growing equipment.  Charged with production of marihuana is the two residents of the apartment unit, 27-year old Chelsey Hunter and 63-year old Serge Blanchard.
