Governor Mark Dayton hopes to announce today whether he will order Essar Steel Minnesota to pay back $66 million in state incentives.      Dayton has been pressuring the steel company to quickly repay private Minnesota vendors or risk him seeking immediate reimbursement of the state note.      Essar has struggled to open a proposed $1.8 billion iron ore processing plant in northeastern Minnesota.      Dayton said yesterday that Esser not paying its bills “is just really inexcusable and unacceptable” and has hurt several Minnesota businesses.
